This group felt a decline of 40.9 percent since the year 2000. By the year 2005, a total of 26.6 percent of the female population had achieved this level of education.&lt;br /&gt;&lt;br /&gt;In the State of Delaware according to the American Community Survey of 2005, 28.8 percent of the &lt;I&gt;White Alone&lt;/I&gt;, 17.6 percent of &lt;I&gt;Black or African American&lt;/I&gt;, 65.4 percent of the &lt;I&gt;Asian alone&lt;/I&gt; and 15 percent of the &lt;I&gt;Hispanic or Latino&lt;/I&gt; population, over the age 25, has achieved a Bachelors Degree or Higher.&lt;br /&gt;&lt;br /&gt;Delaware may to understood as having a moderately-educated working age population, with 27.6 percent of the population (+25) having received a BA or higher, as reported in American Community Survey of 2005. The State of Delaware was reported to have a higher percent of population with a BA or Higher percent than the average across the nation of 27.2 percent.&lt;br /&gt;&lt;br /&gt;In 2005, the American Community Survey reported that in the State of Delaware, many men in the area have reached the &lt;i&gt;High School Diploma&lt;/i&gt; category, with 31.8 percent reaching this education level. The female population in the Delaware have on average achieved a lower level of higher education &lt;I&gt;(Bachelors or Higher)&lt;/I&gt; than men -- 28.6 percent (Men) versus 26.6  percent (Women).
