The income level has &lt;I&gt;&lt;B&gt;decreased&lt;/B&gt;&lt;/I&gt; to $46,039, representing a 11.9 percent &lt;I&gt;&lt;B&gt;decline&lt;/B&gt;&lt;/I&gt;. The State of Michigan ranks 1 of 46 states in terms of the &lt;I&gt;&lt;B&gt;decline&lt;/B&gt;&lt;/I&gt; in median income in the US.&lt;br /&gt;&lt;br /&gt;When put side-by-side with other States throughout the United States, the State of Michigan can be recognized as having a medium-low poverty rate amongst the population, with a poverty rate of 10.5 percent with a family income under the 1999 poverty level. The &lt;I&gt;Black or African American&lt;/I&gt; race/ethnicity population cohort, has the uppermost poverty rate with 25.2 percent of the population in 2000 living in poverty. Individuals aged &lt;I&gt;Under 5 years&lt;/I&gt; are witness to the most percent living in poverty in Michigan, having 15.6 percent of the population in this age category living in poverty.&lt;br /&gt;&lt;br /&gt;As the median household income witnessed a decline in the last five year in the State of Michigan, the Race/Ethnicity group that went through the most dramatic decline in the household income level was the &lt;I&gt;American Indian and Alaska Native&lt;/I&gt; category. This group felt a decline of 52.2 percent in the last five years. The State of Michigan has a lower percent of population with a BA or Higher percent than the national average of 27.2 percent.&lt;br /&gt;&lt;br /&gt;From 2000 to 2005, the percent of the male population that can be considered highly educated has increased by 2.8 percent. By 2005, 25.8 percent of total male population (over 25), in this area, held at least a Bachelors Degree. At the same time, the percent of women (over 25) holding a BA or higher has increased by a total of 3.4 percent.
