The &lt;I&gt;Black or African American&lt;/I&gt; race/ethnicity population category, holds the highest rate of poverty with 39.8 percent of the people in 2000 living in poverty. The Ithaca MSA is reported having a higher percent of highly educated individuals than the State of &lt;a href=http://www.ecanned.com/NY/index.html&gt;New York&lt;/a&gt;'s proportion of 31.2 percent and a higher percent than the average across the nation of 27.2 percent.&lt;br /&gt;&lt;br /&gt;From 2000, the Ithaca metro area has increased in the total percent of the over 25 population having a Bachelors Degree or Higher. This population group has grown by 5.4 percent to a total of 53 percent in 2005.
