The income level has &lt;I&gt;&lt;B&gt;decreased&lt;/B&gt;&lt;/I&gt; to $38,158, posting a 8.8 percent &lt;I&gt;&lt;B&gt;decline&lt;/B&gt;&lt;/I&gt;.
